Expensive development project stirs debate

Using tax funds to beautify downtown street raises questions

By next summer, a $78,500 fountain will spout at the bottom edge of Hospital Hill, below the Phoenix Inn at Lava Road and Minnesota Avenue.

A $65,000 "concrete stream" - colored ribbons of sidewalk representing water - will flow from the fountain, down Minnesota Avenue's sidewalks.
