Contractor under investigation over retirement fund payments

Owen Goodrich, 72, of Bend admits he's had a bad run of luck over the last year.

In August, he quit his job as a flagger with 3 Flags Traffic Control to take care of his wife, Carla, who was sick with cancer.

A month later, Goodrich had a heart attack. In November, his wife died.
