Kenneth R. Parrotte was the son of Clifford Parrotte, Sr. and Mary Wilford. He had 8 siblings.

He was born in Chazy, New York.

He enlisted in the U.S. Navy at the age of 17. He traveled the world and the highlight of his enlistment was the recovery of astronauts Wally Schirra and Gordon Cooper. He married Edith Birdsall Burnell in 1962 and they had four sons, Robert, Kenneth, Craig, and Thomas. A memorial will be held in central Oregon at a later date.
