10-year-old found after Amber Alert issued

A Klamath County Sheriff’s Deputy took into temporary custody a Washington woman on Thursday after Oregon State Police issued an Amber Alert for the possible abduction of a 10-year-old girl in Redmond.

State police Sgt. Steve White said it was the first successful use of the Amber Alert system in Oregon, since it went live on Nov. 15, 2002.

State police used the system to send out information on the incident to all news media and law enforcement agencies. News of the possible abduction was then broadcast on radio stations and television stations throughout the state, White said.

”We were very pleased with the way it went,” White said. ”It was roughly 45 minutes from the time we received the call from Redmond police to the time it (the Amber Alert) was actually out.”

Deschutes County Dispatchers received a report that Jessica Preciado, 10, of Washington was last seen leaving Redmond with a family acquaintance, Patricia Cortez, 52, of Washington at 11:30 a.m., said Redmond Police Capt. Wayne Shortreed.

Shortreed said it was reported that Cortez had left from a gas station in Redmond and was traveling south on Highway 97 with the child.

The 10-year-old’s parents were ”very upset” that their daughter was with Cortez in a black Ford F-150 pickup, Shortreed said.

The parents told police that they were traveling with Cortez in two vehicles from the Pasco, Wash., area to Southern California, when Cortez left with their daughter, Shortreed said.

By 12:30 p.m., Redmond Police requested state police to issue the Amber Alert, also called America’s Missing Broadcast Emergency Response Alert. Former Gov. John Kitzhaber signed an executive order authorizing a statewide Amber Alert plan last October.

Amber Alerts began in Texas after the 1996 kidnap and murder of Amber Hagerman, who was 9 years old when she was reported missing.

A Klamath County Sheriff’s deputy, Pat Stanton, heard the alert broadcast over his police radio around 1:30 p.m., and at 2:07 p.m., he spotted the black Ford with a red stripe. It was heading south on Highway 97 several miles south of Klamath Falls, said Sheriff’s Capt. Chris Montenaro.

Stanton pulled the truck over based on the information he heard on the Amber Alert and took Cortez into custody without incident, Montenaro said. The 10-year-old was unharmed.

Both were taken to the Klamath County Sheriff’s Office, and Cortez talked with investigators, Montenaro said Thursday night.

Montenaro said Cortez was then released following her discussion with deputies.

Redmond police detectives and the parents of the 10-year-old also drove to Klamath Falls Thursday night, Shortreed said.

The parents planned on getting their daughter and heading on to California after being interviewed by police, Shortreed said.

No charges have been filed by the Klamath County District Attorney.

”It’s still under investigation,” Montenaro said.
