Lowe’s Cos. Inc. submitted a site- and design-review application on Tuesday to the city of Redmond to develop a 119,327-square-foot retail store and 27,265-square-foot garden center at the corner of Veterans Way and U.S. Highway 97. The retail giant had been eyeing the location since at least 2005 but has made several changes to its original plans to address transportation issues, according to a letter submitted by Portland-based Baysinger Partners Architecture to Redmond’s planning manager. The home-improvement store would be smaller than originally planned and would not include a fast-food restaurant and bank. The city has 30 days to deem the application complete or incomplete, followed by another 120 days to issue a decision, including an appeals period to the Redmond City Council if necessary, said Scott Edelman, associate city planner.
