County gives its planners the green light to fix plans for Thornburgh

The Deschutes County Commission told the Planning Department on Wednesday to move ahead with the county’s response to two 2007 court decisions on the Thornburgh Resort.

The state Court of Appeals and Land Use Board of Appeals found several problems in the county’s approval of Thornburgh’s initial plans for a 2,000-acre destination resort north of Tumalo. The issues ranged from when the resort planned to build overnight lodging units to the lack of a plan to keep effects on wildlife to a minimum.

Associate Planner Ruth Wahl told the commission in a memorandum that several of the questions raised by the courts can be solved by requiring Thornburgh to build some overnight lodging units in an earlier phase of the project and clarifying descriptions of lot size.

The County Commission also decided to follow Wahl’s suggestion that the county hold a public hearing on the wildlife mitigation plan during the approval process for Thornburgh’s final master plan rather than requiring the plan at the current conceptual plan stage.

The Planning Department will bring a final draft of the response back to the commission for signatures by April 17 at the latest, Wahl said.
