COCHABAMBA, Bolivia — President Evo Morales seemed on his way to an easy victory in a recall referendum on Sunday, giving him a fresh mandate to advance efforts to redistribute petroleum royalties and private farmlands among the country’s impoverished indigenous majority.
Reports on national television citing early results showed Morales, a former coca farmer whose pro-indigenous policies and alliance with President Hugo Chavez, of Venezuela, have irritated the Bush administration, winning the referendum with 60 percent of voters supporting his administration.
