2 men sentenced for porn made with teenager

MEDFORD — Two Portland men described by prosecutors as longtime sexual predators received heavy prison sentences Monday for taking video of sexual encounters with a 15-year-old boy that one of them met over the Internet.

A federal judge sentenced Brian Costa to 25 years in prison and John Dougal to 21 1/2 years..

“The nature and circumstances of this offense are as serious as have come before this court,” Judge Owen Panner said, according to a report in the Medford Mail Tribune.

Costa, 53, pleaded guilty to contacting the boy over the Internet and luring him into videotaped sexual encounters with Costa and Dougal in Medford. Costa was the director of community relations at Tuality Healthcare in Hillsboro at the time of his arrest.

Dougal, 42, pleaded guilty to a child pornography charge. He was the former office manager for the Oregon State Bar Attorney Assistance Program in Portland.

According to court documents, Costa met the boy in 2010 on an Internet site designed to bring together older men and boys for sex. He met the boy for sex in a Medford hotel, taking photos and video of the encounter, and later arranged for another meeting that included Dougal. The men took turns having sex with the boy and taking photos and video.

The boy’s mother found out and went to police, who later searched Costa’s and Dougal’s homes. Investigators found video of the encounters on Costa’s computer, as well as thousands of images of child pornography, and evidence he traded pornography with others.

Investigators found photos of Costa and Dougal abusing several other boys, ages 9 to 15, over the past 10 years.
