An appeal was filed Monday morning challenging a decision that approved OSU-Cascades’ plans to build a four-year campus on Bend’s west side.

Earlier this month, a hearings officer ruled the university’s plans met city code. Truth In Site, an organization of residents opposed to the university’s plans, filed an appeal of that decision with the Bend City Council, which will now have an option to consider the appeal. The 17-page appeal questions the hearings officer’s interpretation of code, in particular his ruling that OSU-Cascades need not submit a master plan for its site.
