Shooting death — An Oregon man has been charged with manslaughter after police say he confessed to shooting his friend. A medical examiner ruled in November that 23-year-old Josman Cereceres died from a self-inflicted gunshot wound while visiting John “Walker” Adams in Roseburg. But the Douglas County Sheriff’s Office says an attorney for the 23-year-old Adams came forward in December to say his client had accidentally shot Cereceres. Detective Nate Goodman wrote in court documents that he interviewed Adams a few days later, and Adams demonstrated how the incident happened during a night of drinking and live-streaming. Goodman wrote that he obtained a copy of the video, and it shows Adams putting the gun to the side of Cereceres’ head and pulling the trigger. In addition to manslaughter, Adams has been charged with tampering with evidence. He made an initial court appearance Friday afternoon.
Fuel terminals — The Oregon Court of Appeals opened the door for Portland to reinstate its ban on the expansion of bulk fossil fuel terminals. The city passed the ban in 2016 after deciding not to make zoning changes to accommodate a $500 million terminal proposed by a Canadian energy company. The Land Use Board of Appeals struck down Portland’s ordinance, but the Appeals Court reversed that decision Thursday, saying it wasn’t a violation of the commerce clause. Business groups such as the Western States Petroleum Association say Portland discriminated against out-of-state companies looking to build terminals to export fuels versus those serving in-state customers. The rules limited bulk fuel tanks to 2 million gallons — too small for an international distribution terminal.
Police standoff — A police standoff in Keizer, Oregon, ended with a SWAT team finding the body of a man who is believed to have killed himself. Keizer police says officers responded late Thursday to an apartment where a wanted man considered dangerous was inside. The standoff lasted more than three hours, with police trying to get the suspect to come out or speak with negotiators. The SWAT team entered at 1 a.m. Friday and found the man deceased. Nobody else was in the apartment.
