Two Democrats filed Tuesday for separate positions on the Deschutes Board of County Commissioners.

James Cook, the chairman of Redmond’s planning commission, will run for the seat currently occupied by Commissioner Tammy Baney. Baney, a Republican, is running for re-election and faces a primary challenge from Patti Adair, the chairwoman of the Deschutes County Republican Party.

Along with his work on the planning commission, Cook, a 63-year-old semi-retired illustrator and web developer, has served on other city committees during his eight years in Redmond. He said he wants to focus on growing Deschutes County in a way that improves all residents’ standard of living and protects natural resources.

Bend resident Amy Lowes is running for the seat now held by board chair Tony DeBone. DeBone, also a Republican, faces a primary challenge from Tumalo pizza shop owner Ed Barbeau.

Lowes, 46, previously worked as a registered nurse and owned a business in Tumalo. She said she’s running to help the commission better reflect Deschutes County.

Lowes said improving access to health care, including mental health, would be a priority on the commission.

Tuesday was the last day to file for the May 15 primary election.
