DA: Nanny cam catches care provider in acts of abuse, mistreatment

A Bend man was caught by home security cameras masturbating in the home of a child with developmental disabilities he was supposed to be providing care for.

Craig Michael Randleman, 54, is also accused by the Deschutes County district attorney of taking an hourlong nap while on duty in the home of the child, who is 14 but has cognitive functioning of a 2-year-old and requires constant care.

The child was Randleman’s only client as a state-certified personal support worker. Randleman was reported to police and the county health department by the child’s mother, who was officially Randleman’s employer.

As of Monday, he’d been fired by the mother, and the state had terminated Randleman’s provider number, according to Jillian Weiser, health services supervisor for Deschutes County.

Randleman has been charged in Deschutes County Circuit Court with one count of private indecency — a misdemeanor — and one of felony criminal mistreatment.

He was cited for the alleged crimes and remains out of custody. He was given a court date of June 13, when he’s scheduled to hear the charges read against him.

The child’s mother called police to report she’d caught Randleman on tape April 12 masturbating to pornography within 15 feet of her child, according to District Attorney John Hummel. The previous day, he’d taken a one-hour nap, Hummel said.

“Nothing is more impactful to a parent than the fear and anger that results when a care provider violates this trust by doing something that potentially harms their child,” Hummel said in a statement.

There are approximately 500 certified personal support workers in Deschutes County, according to the county health department.

Hummel said the charge of criminal mistreatment is being pursued because this case involves a child with extreme health needs.

“This is going to be a very fact-specific prosecution,” he said. “We’re not going to be going after every baby sitter that dozes off.”
