Dump City party — Dump City Dumplings will host a party on Sunday in the parking lot of the Phoenix West Building, on the bluff above the Old Mill, to celebrate eight years in business. Live music and beer are promised from 2 to 9 p.m. The popular food cart, which specializes in Chinese-style steamed buns, moved into its brick-and-mortar home on April 1.
