Former Jefferson County corrections deputy arrested for rape, sodomy

A former Jefferson County corrections deputy has been arrested in Washington County and faces rape and sodomy charges related to conduct that occurred while he was working as an armed security guard in the Portland metro area in 2015.
Jorge Serrano worked as a security guard near Portland from 2014 to 2015, where he patrolled residential and commercial areas, according to a Washington County Sheriff’s Office press release. While on duty in 2015, Serrano had sex with a Hillsboro woman, filming and posting the incident online without her knowledge. When his shift ended, according to the sheriff’s office, Serrano met the woman again and sexually assaulted her while she was unconscious.
Serrano subsequently worked as a corrections deputy with the Jefferson County Sheriff’s Office, beginning in July 2017. He uploaded the video during his employment with Jefferson County, which concluded in November 2018. Serrano’s employment in Jefferson County was terminated for unspecified reasons before the alleged incidents in Washington County came to light, according to the Washington County press release.
Serrano, 28, was arrested Dec. 7 in Woodburn on charges that include first-degree sodomy and first-degree rape. He is being held at the Washington County Jail on $250,000 bail.
Washington County detectives are working with the Oregon State Police to investigate intimate pictures and videos of a number of women Serrano uploaded to the internet without their knowledge, according to the sheriff’s office.
