Bend gets bigger: City to annex 19 acres near southeast Bend

Bend is set to annex 19 acres in the southeast part of the city that will eventually be turned into housing.

Bend city councilors OK’d the annexation Wednesday, paving the way for Redmond-based developer Hayden Homes to eventually create Magnolia Meadows, a subdivision off of Cabin Lane with more than 100 single-family homes, 48 town homes and open space, per early plans.

Once formalized, the Magnolia Meadows annexation will be the City Council’s fourth annexation this year, resulting in Bend growing by roughly 250 acres in 2023.

It’ll also be the second annexation on Bend’s southeastern edge after the councilors approved absorbing a 40-acre development on Ferguson Road in March. Both Ferguson and Magnolia Meadows were the first plots of land to be brought into Bend’s city limits under the Southeast Area Plan. The area was classified in 2016 as prime for city expansion.

Under the plan, Magnolia Meadows will essentially act as a transition area, Michelle Patrick, an associate planner with the city said at Wednesday’s City Council meeting. The land is zoned for medium and standard density residential development. That means the new subdivision will ideally create a segue from the existing single-family homes to the west to future dense residential and commercial areas to the north and east, Patrick said.

Magnolia Meadows will also be Hayden Homes’ second annexation deal with the city this year. Councilors approved the roughly 40-acre Parkside Place development located off of U.S. Highway 20 in east Bend in February. That development will eventually result in both affordable and market-rate housing.

Councilors approved the Magnolia Meadows annexation on a 4-0 vote. Two councilors were absent, and Councilor Megan Norris, a planning manager for Hayden Homes who was appointed to the council in January, recused herself from the vote to avoid any conflict of interest based on her employment.

The ordinance formalizing the annexation is expected to be officially adopted at the council’s next meeting Jan. 3.
