A La Pine man was arrested July 8 on multiple counts of alleged encouraging child sexual abuse in the first and second degrees and possession and delivery of Methamphetamine.

On June 28 a social media account distributing Child Sex Abuse Material was reported to belong to 61-year-old male Richard Jay Jackson.

This came after Deschutes County Sheriff’s Office Internet Crimes Against Children received a cybertip from the National Center for Missing and Exploited Children.

A preliminary investigation determined the account was being run by Jackson.

The ICAC unit learned the Deschutes County Sheriff’s Office Street Crimes Unit was also looking into Jackson on suspicion of drug sales. Afterward, the ICAC unit obtained search warrants to begin an online investigation.

On July 8 Street Crimes detectives searched Jackson’s trailer and arrested Jackson for drug crimes and seized drugs, packaging material and his cellular phone to continue their investigation.

Jackson’s phone was searched and revealed many videos depicting Child Sex Abuse Material while Jackson was in custody at the Deschutes County Adult Jail. He was further charged with child sex abuse charges.

ICAC detectives later seized additional electronic storage devices from Jackson’s residence capable of storing Child Sex Abuse Material with a search warrant.

The investigation is ongoing and further searches for analysis of digital devices seized from Jackson’s trailer may lead to future charges filed.
