Pamela Antoni died by suicide in Bend in June. She was 49.

She called 911 nine times in the last six months of her life. Police and members of a county crisis response team were not successful in getting her into treatment.

Because increased funding and more sophisticated training have not eliminated a profound quandary that first responders face: At what point is it right to force someone who might harm themselves to receive help?”
