The special district election is May 20. What’s on the ballot in Jefferson and Crook counties?

The upcoming special district election is May 20. April 29 is the last day to register to vote, as ballots are mailed the next day. Ballot drop boxes open May 2.
Here’s everything on the ballot in Jefferson and Crook counties.
Jefferson County
Education service district, school and library boards
Sean Gallagher and incumbent Paul May are running for Position 4 of the Jefferson County Education Service District board, which represents Jefferson County School District 509J. Incumbents Barbara Ibrahim and Joan Starkel are running unopposed for other positions, both at-large.
Incumbents Loren Friend, Renee Jackson and Kenneth Ray Ledbetter are running unopposed for three seats on the Ashwood School District board. Incumbent Marie Sheahan Bear Brown is running unopposed for the Black Butte School District board.
Incumbents Michael Knepp, Chelsea Williams and Scott Leeper, as well as newcomer Gabrielle Beebe, are running unopposed for the Culver School District board. Sabria Arnold, who previously held the position Beebe is running for, resigned in January after having twins.
Incumbent Jacob Struck and Demus Martinez are running for Position #3 of the Jefferson County School District 509J board. Incumbents Laurie Danzuka and Regina Mitchell are running unopposed.
Incumbents Susan Stovall, Karen Esvelt and Stephen Hillis are running unopposed for the Jefferson County Library District board.
Water, fire and recreation districts
Incumbents Tom Jaca and Lee Baggett are running unopposed for the Deschutes Valley Water District board.
Incumbents Frank Maynard and Ervey Dominguez are running for Positions #3 and #5 of the Madras Aquatic Center Recreation District board, while newcomer Rebecca Blaho is running for Position #4. Maynard, Dominguez and Blaho have also filed to run for board seats for the Madras Aquatic Center & Recreation District, along with incumbents Jean McCloskey and Jinnell Lewis, if the measures to dissolve the former and establish the latter pass. Deanna Seibold is departing the seat Blaho is running for.
Incumbent Brad Pahl is running unopposed for the Crooked River Ranch Rural Fire Protection District board. Scott Leeper and Phillip Johnston are running for Position #1 of the Jefferson County Rural Fire Protection District board, while Gabrielle Beebe and Benjamin Anderson are running for Position #2.
Steve Hoffeditz and incumbents Robert Buckner and James Forquer are running unopposed for the Lake Chinook Fire & Rescue District board. Larry Griffin is currently in the position Hoffeditz is running for.
Road district, new tax rate, levy, bond measure
Incumbents Ed Thompson, Mike Wilcox and Lynn Breeden are running unopposed for the Crooked River Ranch Special Road District board.
One measure to dissolve the current Madras Aquatic Center Recreation District and another to form the new Madras Aquatic Center and Recreation District are both on the ballot. These were on the May 2024 ballot, when one measure passed and one failed. Both need to pass for this to take effect. Forming a new recreation district would create a new permanent tax rate of $1.19 per $1,000 of assessed property value and allow the district to continue operating at its current level with additional funding. If the measures don’t pass, the district says it will have to cut hours and operations. For example, for a home with an assessed property value of $250,000, the annual cost of the tax rate would be $297.50.
The Lake Chinook Fire & Rescue District has a local option levy on the ballot of $1.35 per $1000 of assessed property value to support fire, rescue and emergency medical services operations. For example, for a house with an assessed property value of $250,000, the annual cost of the levy would be $337.50.
The Jefferson County Library District has a bond measure on the ballot for $20.4 million to fund renovation and construction of library facilities. If the measures passes, the average annual tax rate is estimated to be $0.56 per $1,000 of assessed property value. For example, for a house with an assessed property value of $250,000, the annual cost of the bond would be $140.
Crook County
Randy Williams Winders and incumbent Darlene Henderson are running unopposed for the Crook County Parks & Recreation District. Winders is running for Ruthie McKenzie’s seat, whose term is up this year.
Incumbents are running unopposed for three seats on the Crook County Schools board: Eric Osborne for Zone 1, Scott Cooper for Zone 2 and Kelsey Swick for Zone 3. Eddy Howard and Kevin Bradley are running for Zone 5. Zone 1 represents the northwest area of the district, Zone 2 represents the northeast area and Zone 3 represents the southeast area. Steve Holliday is departing from the Zone 5 seat, which is at-large.
Incumbent Susan Hermreck and Jack Rabenberg are running for Position 3 of the Crook County Cemetery District board. Incumbents Gary Bedortha and Jamie Wood are running unopposed for other seats.
Incumbents George Ponte, Steve Lent and Dennis Merrill are running unopposed for the Crook County Fire and Rescue board.
Four people are running unopposed for the Highland Subdivision Water District board: incumbents Richard Mayers and Larry Scheffler and newcomers Rodney Land and Linden Troupe.
Steve Arnason, Ron Stanley, Beverly Jones-Stanley and Robert Murray are running unopposed for the Jasper Knolls Water District board.
Craig Overall, Dorothea Liverman, Barbara Beimdiek and Michael Brickey are running unopposed for the Juniper Canyon Water Control District board. Dan Fenderson and David Pepper are running unopposed for the Jordan Water Control District board.
Incumbents Robert Wolverton and Tony Sneath, and newcomers Aiden Humphrey, Dan Parks and Mitch Logan are running unopposed for the Ochoco West Water & Sanitary Authority board.
