Bend police to start enforcing leash law

Better leash up your dog.

Every year as temperatures warm up at the end of winter, Bend police kick off a campaign to enforce the city’s leash ordinance.

Sgt. Greg Owens said the department is starting off with some announcements to the media. Police will also be handing out fliers or pamphlets explaining the law to people in the parks. Then, they start writing tickets.

The fine is $250.

Steve Esselstyn, the department’s community liaison, did not know how many citations were issued last year. The city of Bend lumps them into a category with other citations, so it’s difficult to easily determine how many there were.

He did say, though, that calls for animal control increased from 3,287 calls in 2003 to 3,588 calls in 2004.

Bend is working on establishing places where dogs can run about more freely.

The Bend Metro Park and Recreation District has two dog parks in development. Big Sky Park will likely open a dog park area this summer. A second dog park is in development for the top of Awbrey Butte. Officials may break ground there next winter.

Esselstyn also wants to remind dog owners that even leashed dogs are not allowed at special events in the city.

”Unless they are part of the parade,” he said.
