400-unit development proposed for Sisters

A nearly 400-unit housing development is in the planning stages for northwest Sisters.
Hayden Homes, a Redmond-based home building company, said it plans to submit a master plan application for the project to the city of Sisters later this month.
The development, called Village at Cold Springs, would be built on a 43-acre piece of land north of McKinney Butte Road and east of McKinney Ranch Road. ”Our plan is to provide a diverse mix of housing for the city of Sisters,” said David Cady, director of land development for Hayden Homes.
Cady said the site will likely include 191 single-family detached homes and 200 multifamily homes, which could include apartments, townhomes or condominiums.
The new development has the potential to add a significant number of people to the town, which has a population of about 1,430, according to the Population Research Center at Portland State University.
The builders have not yet decided if all of the units would be for sale or if some of the units would be rentals.
The single-family homes would be available in three different styles, ranging from 1,100 square feet up to 2,500 square feet.
Cady did not have a price range for the homes, but said the goal is to have a broad range of prices to appeal to everyone.
”There is an opportunity for first- and second-time home buyers,” Cady said, adding that 18 of the homesites would be larger and higher priced.
The property’s zoning allows for nine to 20 units per acre, but Cady said instead of developing the more than 800 units allowed under the code, developing 391 units would better fit the community feel of Sisters.
In addition to the homesites, a nearly three-acre park is also planned for the center of the development.
”We had a neighborhood meeting and we had all positive comments,” Cady said.
If everything goes well with the city planning department, Cady said he expects the first homes to be for sale by the beginning of 2006.
The entire project could take between five to eight years to complete with about 30 to 50 homes being built each year.
Hayden Homes started in Redmond in 1993. The company has developed communities across Oregon and Washington, including Deschutes River Crossing in Bend and Hayden Ranch Estates and Stonehedge in Redmond.
