Three arrested in Bend after marijuana vape dispute

Three people are facing robbery charges in a dispute that police say stemmed from a marijuana vape cartridge.

Bend Police arrested Dalton Lily Ellis, 18, Charles Gordon Barker, 42, and Rachel Jaimie Appel, 37, each of whom are from Bend.

An 18-year-old man reported the incident to Bend police at 2:38 a.m. Sunday, according to a press release from Bend Police spokeswoman Sheila Miller. Court records filed in the Deschutes County Circuit Court Monday identify the victim as Liam Rupe.

Police gave the following account: Rupe had agreed to buy a marijuana vape cartridge from a 16-year-old girl for $30 but paid $3. The girl told Ellis, who invited Rupe over to his house “in an effort to bait him and recover the money for her friend.”

Rupe got into a white Ford Escape with Ellis and Appel at a home on Watercress Way in northeast Bend, authorities said.

Barker, who was hiding under a blanket in the back of the car, jumped out and allegedly put Rupe in a chokehold and strangled him while Appel drove.

Then, Appel punched Rupe in the face “multiple times,” authorities said. She took his phone and tried to take $100 by holding his face up to a facial recognition software on an app for his bank account. She failed, so the group drove to Rupe’s home, where he gave them $61, authorities said.

A doorbell camera captured Appel and Ellis leaving with Rupe’s phone, authorities said.

The three were arrested and booked in the Deschutes County jail Sunday. They face charges including second-degree kidnapping and robbery.
