Man faces manslaughter charge after Madras police find dead man

A man is facing a charge of manslaughter after Madras police found a person dead in a homeless encampment on NE Oak Street in Madras on Tuesday morning.

The Jefferson County District Attorney’s Office accused Johnson Nixon Heath Sr., 54, of second-degree manslaughter and criminally negligent homicide in the death of Clifford Richard Arthur III, 36, according to court records filed Wednesday.

Court records provide little information about the case aside from alleging Heath was reckless and negligent in causing Arthur’s death. The records list Heath’s address as being in Warm Springs.

Madras Police Chief Tim Plummer declined to disclose further details about the case. Asked how Arthur died, he said: “We’re not going to speculate.”

Madras Police responded around 6:45 a.m. to a report of a dead person around the Willow Creek homeless encampment off Oak Street, according to a press release.

Police found a suspect, whom they identified as Heath, and took him to the police department for questioning.

After searching the area where he had been living at the camp, police arrested him and then booked him in the Jefferson County jail, where he remains with a $250,000 bail.

Police did not say where they found Arthur, what lead them to Heath and what was found during the search.
