Madras man who ‘befriended numerous children’ accused of sex abuse

A Madras man was arrested Thursday and charged with 14 counts of child sex abuse.
Louis Taiyon Apo, 72, is accused of abusing two girls between September 2013 and September 2019, though law enforcement officers believe there could be more victims because Apo was known to have “numerous” contacts with children, according to court documents.
He was arraigned in the afternoon in Deschutes County Circuit Court. He’s charged with six counts of first-degree unlawful sexual penetration, four counts of first-degree sodomy, three counts of first-degree sex abuse and one count of second-degree sex abuse.
The victims lived near Apo at his former homes in La Pine and Metolius, according to the Deschutes County Sheriff’s Office. Neighbors told police Apo befriended numerous children near his homes and often babysat for neighbors.
Apo has lived in Denver, San Francisco and Eureka, California. He is incarcerated without bail in the Deschutes County jail.
