Accused voyeur turns himself in

Under investigation in Bend for similar allegations, Richard Ipsen, 59, of Tualatin, turned himself in Monday to the Washington County jail after a hidden camera was found in a Sherwood Starbucks bathroom, according to Sherwood Police.
Bend Police executed a search warrant in June at 2325 N.W. Lolo Drive and discovered a camera had recorded houseguests using the toilet and shower, said Bend Police Lt. Chris Carney. The house belongs to the Ipsen Family Trust, according to Deschutes County property records.
Although Ipsen lives in Tualatin, Carney believes the house in Bend could be a second home. Ipsen is being charged in Washington County with eight counts of attempted invasion of privacy and eight counts of invasion of privacy, according to a Sherwood Police news release.
No charges have been filed against Ipsen in Deschutes County. Carney said police would forward its report to the Washington County District Attorney’s Office.
