Apartment projects proposed in NorthWest Crossing

A pair of apartment complexes planned at NorthWest Crossing in the next two years are designed to appeal to separate demographics.

One, a project of Pacific Crest Affordable Housing, would create rental units priced at or below market rates in the west-side Bend neighborhood; another would build higher-priced apartments along Discovery Park.

The first, not yet named, is the subject of a public meeting 5:30 to 7:30 p.m. today at Discovery Park Lodge, 2868 NW Crossing Drive, in Bend. Discovery Park Lodge, for residents age 55 and over, was also a Pacific Crest Affordable Housing project, said Rob Roy, one of two partners behind Pacific Crest.

The proposed apartment complex site, 2.25 acres near the NW Lemhi Pass Drive and NW Crossing Drive roundabout, requires a zone change from limited commercial before the project moves forward, said NorthWest Crossing General Manager David Ford.

The project is not yet funded, although Roy said he’s confident it will be by November. Oregon Housing and Community Services provides loans and tax credits for builders who erect housing for low-income tenants but announces eligible projects only once a year, Roy said.

The plan is to build 48-54 units for working people, he said. The units, which would remain rental units for 60 years, could be up by early 2018, he said. He said leases could start as low as $575 per month.

“We have a sense that people we want to attract in there are in the workforce or would like to be in the workforce,” Roy said.

Elsewhere, NWX Apartments, a complex of 132 units in six three-story buildings, may break ground as soon as June. That project would occupy about 5 acres at the northwest corner of NW Crossing Drive and NW Clearwater Drive. The Portland-based developer, Project^, is also building Basecamp, the $14.8 million condominium project at SW Colorado Avenue and Industrial Way, in Bend.

Ford in June described NWX Apartments as housing meant to appeal to those with higher incomes or net worth, who are active and passionate about being active.

Reed Langworthy, project manager, said the design phase is underway and “things may change.” Information on lease rates and amenities was not available Wednesday.

Langworthy said the setting dictates the building design. Lever Architecture, of Portland, filed a site plan with the Bend Community Development Department that describes the building style as midcentury modern inspired by Pacific Northwest modern.

“In this project, we would want to meet that same quality (of the surrounding community) through carefully considered apartment layouts, a lot of natural light and a great landscape that pays attention to the local ecology and native plants,” Langworthy said. “It’s a great site across from Discovery Park. The site kind of stands on its own.”
